National Pillar

Oversight & Accountability Across Key Sectors

Independent scrutiny. Transparent decisions. Meaningful accountability.

Australians deserve independent oversight, transparent decision-making and effective accountability wherever public money, individual rights, essential services and community wellbeing are affected.

(PSUA) Pursue Australia examines institutional failures, government commitments, complaint processes and the effectiveness of existing oversight arrangements. Our work focuses on identifying genuine accountability gaps, protecting procedural fairness and pursuing evidence-based improvements that serve the Australian public.

Every Voice Counts.

National Research Priorities

01

Independent Complaints & Oversight Authorities

(PSUA) Pursue Australia examines whether complaints and oversight authorities operate independently of the institutions they investigate. Our research considers investigative powers, appointment processes, conflicts of interest, reporting obligations, accessibility, available remedies and the effectiveness of independent review. We seek to identify where internal departmental complaints processes are insufficient and where stronger independent scrutiny may be required.

02

Government Transparency & Public Expenditure

(PSUA) Pursue Australia investigates how public money is allocated, contracted, spent and evaluated. Our research examines government budgets, procurement, grants, project costs, audit findings, expenditure reporting and whether promised outcomes are actually delivered. We seek greater transparency, measurable results and accountability for decisions involving Australian public funds.

03

Regulators, Compliance & Enforcement

(PSUA) Pursue Australia examines whether regulators apply existing laws, standards and enforcement powers consistently, independently and effectively. Our research considers regulatory delays, inspection processes, enforcement decisions, conflicts of interest and failures to act. We seek to identify accountability gaps and determine whether existing regulatory arrangements adequately protect the public interest.

04

Police & Law Enforcement Accountability

(PSUA) Pursue Australia examines police complaint pathways, independent investigation arrangements, evidence preservation, the exercise of lawful powers and transparency of complaint outcomes. Our research considers procedural fairness and appropriate protections for complainants and officers alike. We support impartial investigations, lawful accountability and effective remedies where misconduct or institutional failures are established.

05

Education-Sector Accountability

(PSUA) Pursue Australia examines systemic accountability within schools, education departments and education oversight authorities. Our research considers student safety, disability protections, complaint independence, administrative decisions, procedural fairness and access to effective remedies. Findings involving education-specific policy and student protections are coordinated with our Education & Training pillar.

06

Healthcare & Disability Service Oversight

(PSUA) Pursue Australia examines accountability within healthcare, disability services and associated public funding systems. Our research considers patient and participant safeguarding, complaints handling, service standards, regulatory responses, financial transparency and independent review mechanisms. We seek to identify whether existing oversight arrangements provide accessible protections and meaningful corrective action when failures occur.

07

Local Councils & Public Administration

(PSUA) Pursue Australia examines accountability in local government and public administration, including council governance, public consultation, procurement, planning decisions, expenditure, conflicts of interest, recordkeeping and complaints processes. Our research considers whether residents can access relevant information, meaningfully scrutinise decisions and obtain appropriate responses when concerns are raised.

08

Corporate Accountability & Consumer Protections

(PSUA) Pursue Australia examines corporate conduct, consumer complaints, misleading practices, essential service obligations and the effectiveness of regulatory protections. Our research considers whether businesses and relevant regulators meet their responsibilities, whether enforcement is consistent and whether existing complaint pathways and remedies adequately protect Australian consumers and the public interest.

09

Whistleblower Protections & Access to Information

(PSUA) Pursue Australia examines whistleblower safeguards, public interest disclosure arrangements, freedom of information and right to information processes, record retention, disclosure delays and protections against retaliation. Our research seeks to identify barriers that prevent legitimate concerns from being reported, independently examined or appropriately addressed while respecting lawful confidentiality and privacy requirements.

10

Human Rights, Procedural Fairness & Access to Justice

(PSUA) Pursue Australia examines whether Australians can understand decisions affecting their rights, obtain relevant records, receive fair hearings, access independent review and pursue effective remedies. Our research considers affordability, administrative delays, disability accessibility, procedural safeguards and practical barriers to justice. We seek accountability systems that are fair, accessible and capable of delivering meaningful outcomes.

Independent Statutory Oversight & Institutional Accountability

(PSUA) Pursue Australia advocates for genuinely independent oversight of public institutions, supported by clear statutory powers, transparent procedures and appropriate safeguards.

Internal departmental complaint processes can serve a purpose, but they should not be the only available pathway when allegations concern serious institutional failures, systemic misconduct, conflicts of interest or failures to protect individual rights.

(PSUA) Pursue Australia supports examining the case for an independent national accountability framework for systemic failures involving Commonwealth agencies, alongside effective and genuinely independent oversight arrangements at state and territory levels.

This does not assume that Australia currently lacks oversight bodies. Existing institutions, including ombudsmen, auditors, integrity commissions, courts and specialist regulators, must be considered to identify genuine gaps and avoid unnecessary duplication.

Potential reform principles include:

  • Independence from the agency or organisation under investigation.
  • Clear jurisdiction and appropriate investigative powers.
  • Accessible complaints and referral pathways.
  • Transparent reporting, subject to lawful privacy and confidentiality protections.
  • Procedural fairness for complainants and respondents.
  • Appropriate remedies, recommendations and follow-up mechanisms.
  • Parliamentary or other suitable external accountability.
  • Protection against conflicts of interest and improper interference.
  • Appropriate coordination between Commonwealth, state and territory authorities.
  • Regular evaluation of whether oversight produces meaningful improvements.

An accountability system should not merely receive complaints. It should be capable of examining failures fairly and ensuring that established problems receive appropriate attention and follow-up.

This is (PSUA) Pursue Australia's proposed reform direction, not an existing new authority or a completed organisational project.

Government Promises vs Delivery

(PSUA) Pursue Australia believes public commitments should be assessed against measurable action and actual results.

This pillar will examine:

  • What governments, departments, councils or public agencies publicly promised.
  • What funding, deadlines, targets or standards were announced.
  • What legislation, programs, contracts or administrative actions followed.
  • What was delivered, delayed, amended or discontinued.
  • Whether spending and outcomes can be independently verified.
  • Whether public consultation influenced decisions.
  • Whether audit findings, complaints and official recommendations resulted in corrective action.
  • Whether communities received clear explanations when commitments were not fulfilled.

Research must distinguish official statements, independently verified facts, allegations, unresolved questions and (PSUA) Pursue Australia's analysis.

Evidence, Fair Process & Responsible Accountability

(PSUA) Pursue Australia believes credible accountability requires careful research, accurate records and respect for procedural fairness.

Our approach includes examining relevant legislation, official correspondence, published reports, audit findings, public records and firsthand accounts where appropriate.

Allegations must not be presented as established facts without adequate supporting evidence.

Individuals and organisations should be afforded appropriate opportunities to respond to serious claims.

Personal information, confidential records and sensitive complaints must be handled responsibly.

(PSUA) Pursue Australia may raise questions, prepare submissions, seek information through lawful processes and refer concerns to appropriate authorities. (PSUA) Pursue Australia does not claim to exercise statutory investigative or enforcement powers.

Research remains the foundation. Public engagement builds upon it, never replaces it.

Initiatives & Projects

Research, Consultation & Accountability Initiatives

(PSUA) Pursue Australia's Oversight & Accountability pillar provides a framework for examining public accountability concerns across sectors.

Potential activities include researching existing oversight powers, reviewing official reports, comparing complaint systems across jurisdictions, analysing public expenditure, identifying gaps in procedural protections and preparing evidence-based submissions.

Community perspectives, professional experience and relevant documentation may help identify matters requiring further investigation.

Research priorities will develop as evidence is reviewed and issues are referred through (PSUA) Pursue Australia's appropriate research and governance processes.
